about rare items

well I finished .hack//Infection but iam a bit confused... i got about 7 different rare weapons but none of them is better then my normal one (e.g. Kites "Hellgate" *dont know exact english name* is stronger then his 3 rares)

does it change in the next .hack parts ?

rare items arent usually stronger that normal items, they're just "special", they have special skills or statistics. in the later game the best items for each character class are actually rare, and you find them just 1 time.
